why not? it's a legit loophole that has been in use by many for many years with no dire consequences for both tax man and insurance.
aviators took advantage of similar laws decades ago on much more expensive items and some heavy industries do the same still.
Since everyone is giving their personal stories here: My business partner had a car registered in MD at one of his houses, legitimately and lived in northern VA full time.

VA DMV sent him a letter demanding back taxes and penalties. How? They have cameras on 495 and track you going in and out of VA to MD/DC.

You maybe able to get away with it, but it isn’t a lock. IMO the biggest legal risk is probably mail fraud in sending documents cross state lines but I don’t think anyone’s been prosecuted for that.

living and breathing security and privacy, it’s clear most people have absolutely no idea how and how much they are tracked. Every single day.

from EZpass, to plate scanning by private companies selling your data. Gov all over VA has installed plate scanners all over roads for “tolls” but they still capture everything.

they have data available to go after people, and they are starting too.Hell, VA even let’s you turn people in for skipping car tax. Neighbor you hate drives a $500k car with Montana plates? Well well, he’s getting a $100k bill for missed back taxes.
 
OP is asking about California but you keep referencing VA. VA is probably the worse state in the country when it comes to cars whether it's their BS wreckless tickets, no credit for sales tax and a recurring property tax. Not to mention they use inflated NADA values.
You entirely missed the point. VA is the future of where other states will be on taxes, especially as electric becomes more predominant

past enforcement does not equal guaranteed future enforcement. As states go through cash crunches they will pursue these avenues. the data is there to do it and it has been for years.

you maybe able to get away with this for now, but the window is closing. I’d also be concerned at this point of the ability for them, in 5y to go back a decade of data and want quite a pretty penny.
