Slightly, I believe. I have my factory recommended Pirelli Sotto Zero winter tires on standard wheels and they do feel a tad heavier and thump over the bumps a bit more than my lightweight wheels. Mind, some of that is down to the winter spec tire, itself. I doubt there is any measurable difference in performance, though. Just a slightly different feel thing, that you won't miss anyway, unless you do a back to back comparison.

I'm not speaking from direct 12C experience, but given the rotational inertia of wheels and the huge impact of unsprung weight, I'd expect a significant difference. Probably lost on amateur drivers like me though. So the only disadvantage of a light wheel is cost and aesthetics IMO.
