720s Rear Wing during top speed?

Can the 720s rear wing stay retracted on top speed runs?

... or does it always deploy above a certain speed, regardless of setting?

Don't turn aero on, it will stay retracted. Also at WOT it stays retracted. Additionally, I trust it will be in the position it needs to be in for the given scenario. I've experienced what happens when an airbrake isn't in the desired position. I didn't like it.

... was that in a cross wind?

My car does NOT like cross winds, at high speed!

It wasn't a crosswind, it was airbrake wanted to be up and it faulted and I puckered. Trust in the airbrake. At 100+ no cars like crosswinds.
Also, I think if youre above 185mph and you let off the gas and do not hit the brake, the airbrake can come up a notch, on its own, to help stabilize slowing. That was a surprise to me the first time it happened.

Yes, when I was racing at the Shift Sector event in Abilene, TX this past November, I had a GoPro on my rear window and in the video you can see the wing move downward under acceleration and when I let off at 191mph, the wing raised up to the normal aero on position.
